From the time Neil was young Neils eyes always sparkled, his eyes spoke volumes for him since he couldn’t. Neil was quick to laugh and enjoyed a great prank. Neils love for the outdoors, included camping, and jeeping in the mesas, and the San Jaun mountains as well as great adventures in the desert, especially Green River Utah where he was loved by the Arnold family.
Neil lived in Craig, Co. With his parents then foster care with Mary Winning until, he was placed in the Grand Junction Regional Center where he developed a deep love of Pepsi and Peanut M&M’s. Years later he was placed in a host home with Cindy McFarland and then followed by Robin Ragland. It was with Robin Ragland and his best friend Jim Bell that Neil found new adventures and the love of a second family.
Neil never met a stranger in his life he loved to hug everyone, and he accepted everyone into his circle. Neil leaves behind so many who loved him deeply and accepted him as he was, and for who he was, mayhem and all.
